THE ESTABLISHMENT OF A WASTE TO RESOURCE PROCESSING FACILITY
AT THE CHUNGA LANDFILL

1.0 BACKGROUND

The Government of the Republic of Zambia through the Ministry of Local Government and Housing,
and in collaboration with the Lusaka City Council is considering setting up a Waste to Resource
Processing Facility (WTRPF) at the Chunga Landfill. The setting up of WTRPF has been necessitated
by the need to have a sustainable municipal solid waste management system.

Interested private firms are expected to prepare a comprehensive business case for the project.
The Lusaka City Council now invites eligible firms to indicate their interest in providing the
requisite services. Interested firms must provide information indicating that they are qualified
to perform the service and should demonstrate knowledge and skill in the field of processing waste
to resource and the scope of work required (brochures, description of similar assignment,
experience in similar conditions, and availability of appropriate skills among staff. Etc)

Firms may associate with other firms to enhance their qualifications.
The firms will be selected in accordance with the procedure set out in the current edition
of the Zambia Public Procurement Authority’s Guidelines: Selection and Employment of firms.

2.0 OBJECTIVE OF THE ASSIGNMENT

The objective of this project ASSIGNMENT is the establishment of WTRPF at the Chunga Landfill.

3.0 SCOPE OF THE ASSIGNMENT/ EXPECTED DELIVERABLES

The Firm shall be required to evaluate the feasibility of sitting up waste to resource processing
facility at the Chunga Landfill and its economic viability. The works will mainly involve undertaking an
in-depth analysis of the size of the solid waste management as well as economic activity to assess viability
of processing waste to energy. Further, the consultants will be required to undertake study tour to Chunga
Landfill and produce a Feasibility Study Report which will form the basis for decision.
Based on the finding of the feasibility study, the firms will be required to assess the following:

Cost

  • Estimate capital outlay for procurement of plant and equipment.
  • Estimate the cost of the design and erecting of building for the processing plant.
  • Estimate the cost of installing the Waste to Resource Processing Facility.
  • Determine estimated annual running cost for the waste to resource processing facility.
  • Estimate the cost for the management of Waste to Resource Processing Facility by a reputable firm that would spearhead the project and running of waste to resource processing facility in the initial stages.
  • Training costs of technical staff.

Plant

  • Determine appropriate location of the plant.
  • Determine appropriate type of plant and capacity.
  • Determine the various lines of production.

Man Power

  • Design of management structures to supports operations at the plant.
  • Determine manpower/different skills needed to manage the waste to energy processing facility.
  • Requirement for recruitment of technical experts
  • Requirements for recruitment of supports staff.

Other Aspects

  • Determine the resultant saving that would arise from Waste to Resource Processing Facility matter locally
  • Viability of Waste to Resource Processing Facility being able to generate electricity for other towns in the country.
  • Level of competitive advantage in the region
  • Logistical issues in terms of importation and transportation of raw materials
  • Recommend skills transfer approach to local staff over time to ensure that they take over the management of the Waste to Resource Processing Facility in due course.
  • Weigh the economic viability case for the Waste to Resource Processing Facility against security considerations in solid waste management matter locally.
  • Other resource requirement that may arise.
4.0 CRITERIA FOR SHORTLISTING

The following will be used to evaluate the Expression of interest on a pass or fail basis:

  1. Past experience of the firm in undertaking similar assignments
    • Should have carried out at least one (1) similar Project.
    • Reference of where the assignments were executed
    • Be able to provide a CV of the firm(s) with past experience in similar projects.
  2. Litigation status (Expressions of interest should include a letter from bidder’s attorney on the litigation status of the firm for the past 2 years.)

Please note that the Lusaka City Council reserves the right to accept or reject any Expressions of Interest Received without any liability on its part.

5.0 DOCUMENT IDENTIFICATION
Expressions of interest clearly marked “EXPRESSION OF INTEREST FOR THE ESTABLISHMENT OF WASTE TO RESOURCE PROCESSING
FACILITY AT THE CHUNGA LANDFILL” must be deposited in the TENDER BOX at the foyer
Lusaka City Council Independence Avenue Lusaka on or before Tuesday 31st March,
2015 at 10:00 hours
Local time. Late or faxed Expressions of interest shall be rejected.
Expressions of interest will be opened thereafter in the presence of bidders or their
representatives who choose to attend.
