TRANSFER OF THE FUNCTION OF REGISTRATION OF BIRTHS AND DEATHS

BRIEF ON TRANSFER OF THE FUNCTION OF REGISTRATION OF BIRTHS AND DEATHS TO LUSAKA DISTRICT NATIONAL REGISTRATION OFFICE UNDER THE DEPARTMENT OF NATIONAL REGISTRATION, PASSPORT AND CITIZENSHIP (OFFICE OF THE REGISTRAR-GENERAL)

INTRODUCTION

The Local Government Act, Chapter 281 of the Laws of Zambia outlines in the Second Schedule the functions of a Council, which includes the function of Registration of Births and Deaths in a district.

The registration of births and deaths was done by Lusaka City Council in Lusaka District up to the time when the Government of the Republic of Zambia issued a Gazette Notice Number 183 of 2012 on the statutory functions, and composition of Government Portfolios.

The function was performed by the Human Resource and Administration Department (Marriages Sub-Section) in conjunction with the Public Health Department.

TRANSFER OF THE FUNCTION OF REGISTRATION OF BIRTHS AND DEATHS TO LUSAKA DISTRICT NATIONAL REGISTRATION OFFICE

Following the issuance of the Gazette Notice Number 183 of 2012, the Registrar-General, Department of National Registration, Passport and Citizenship wrote a letter referenced NRPC/101/6/7 dated 10th June, 2013 to the Town Clerk notifying the Lusaka City Council on the need to handover the function of registration of births and deaths to Lusaka District National Registration Office (Department of National Registration, Passport and Citizenship) so as to allow for the uniform implementation of the Universal Birth Registration Policy.

The transfer of the function of registration of births and deaths was done by all the Local Authorities (Councils) in the country from their respective departments to the Ministry of Home Affairs (Department of National Registration, Passport and Citizenship).
